Position Summary:
We have an exciting opportunity to join our team as a Director of Contract Administration - Real Estate Development & Facilities.

The Director is responsible to manage the delivery of contract administration services in support of project managers responsible for the management of a broad range of capital projects, from the design and construction of a major research facility or hospital pavilion to small office renovation projects to major ambulatory care facilities.

Job Responsibilities:

    • Working with senior staff across RED+F, manage procurement planning process with a view to reducing costs and obtaining the best value for all needs for the capital program and facilities maintenance of both owned and leased properties. Plan and allocate PSO resources.
    • Manage RED+F and PSO staff in using contract solicitation packages and contract administration processes for a wide variety of services related to acquisition, construction and facilities maintenance of: hospital operations, clinical operations, research, infrastructure, and administrative and educational facilities. Contract types, solicitation processes, and administration processes vary to suit different kinds of work and user needs.
    • Review and finalize draft Services Orders prepared by Project Managers for architecture and engineering services for architecture contracts <$500k.
    • Manage PSO staff and assist all RED+F staff administering myriad agreements. Advise staff across RED+F on handling contractor performance issues and disputes and matters of contract interpretation. Assist the PSO Senior Director in assessing RED+F staff training needs on procurement policies and procedures, contract administration, and systems used to process procurement actions. Develop and conduct training sessions and other teaching/learning opportunities.
    • Review procurement documentation for specified higher dollar value or other complex procurements and change orders for compliance with procurement policies and procedures and supervise PSO staff conducting the same kinds of reviews of thousands of proposed contracts and change orders of lesser dollar amounts and complexity.
    • Key participant in processes to review and revise master contract forms and solicitation packages for a wide range of services necessary to build and operate NYULH facilities. Services include facilities maintenance for equipment; construction contractors; architects and engineers; and myriad consultant services. This process entails work with RED+F staff at all levels and with outside counsel.
    • Manage the qualification process for new RED+F vendors including primes, sub-contractors and consultants. Assess technical and safety qualifications as well as moral integrity and present vendors to senior management with a recommendation for qualification or not.
    • Handle special projects and other assignments to support RED+F senior leadership, our mission and needs. Examples: Reduction of Cesium Radiation equipment for Radiation Safety, Florida practices, Construction Safety Committee representation, EHS asbestos procedure review, Root Cause Analysis for OR 18, Adjacent Property Owner Licenses.

Minimum Qualifications:
To qualify you must have a Experience
BA or BS
Advanced degree in a related field highly desirable
Fifteen years of experience in procurement and contract administration associated with delivery of capital projects
Five years of experience managing major procurement and contract administration functions for complex organizations

Preferred Qualifications:

Extensive experience managing procurement services associated with delivery of capital projects and facilities maintenance, including developing the infrastructure of training materials, policies, procedures, and other aids necessary to deliver quality services in a cost-effective manner
Ability to handle an extremely high volume of work
Strong knowledge of contracting and dispute resolution strategies
Ability to work well with stakeholders in the procurement process, including users, senior leadership, financial management staff, vendors, and others to develop a shared understanding of needs, the marketplace, and strategies for meeting needs. This entails the ability to work successfully in situations with high degrees of ambiguity and with people from diverse professional backgrounds and levels who have different interests
Ability to communicate well with others from diverse backgrounds: ability to write well, develop effective presentations, and speak well

NYU Langone Health provides a salary range to comply with the New York City Law on Salary Transparency in Job Advertisements. The salary range for the role is $201,393.92 - $251,680.00 Annually. Actual salaries depend on a variety of factors, including experience, specialty, education, and hospital need. The salary range or contractual rate listed does not include bonuses/incentive, differential pay or other forms of compensation or benefits.
